He was chosen by the Sault Ste. Marie Greyhounds during the 2001 OHL Priority Selection. During his stint with all the Greyhounds, he recorded 74 points. He returned to the Phantoms following the Greyhounds was removed during the 2005 OHL playoffs. Subsequently, Carter transferred to Philadelphia Flyers in 2008.
